Why is the BBl so hot anyway? Part II Preamble compared to the one from Present ARMM

The Bansamoro basic law’s preamble is as follows : We,the  Bangsamoro people and other inhabitants of the Bangsamoro, imploring the aid of the Almighty, aspiring to establish an enduring peace on the basis of justice in our communities and a justly balanced society, and asserting our right to conserve and develop our patrimony;

In consonance with the Constitution and the universally accepted principles of  human rights, liberty, justice, democracy, and the norms and standards of international law, reflective of our system of life prescribed by faith, and in harmony with our customary laws, cultures and traditions.

Affirming the distinct political identity and birthright of the Bangsamoro  people to their ancestral homeland and their right to self-determination – beginning with their struggle for freedom of their forefathers i  generations past and extending to the present – to chart their political future through a democratic process that will secure the identity and posterity, and allow for genuine and meaningful self-governance as stipulated under the Comprehensive Agreement on the Bangsamoro (CAB) ; 

With the blessing of the Almighty, do hereby ordain and promulgate this Bangsamoro Basic law, through the Congress of the Republic of the Philippines, as the basic law of the Bangsamoro that establishes the assymetrical political relationship with the Central Governement founded on the principle of  subsidiarity and parity of esteem. 

Another preamble from the ARMM is as follows:

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

The people of the Autonomous Region in Muslim Mindanao, imploring the aid of Almighty God, in order to develop a just and humane society and establish a Regional Autonomous Government that is truly reflective of their ideals and aspirations within the framework of the Constitution and national sovereignty, as well as the territorial integrity of the Philippines, and to secure to themselves and their posterity the blessings of autonomy, democracy, peace, justice and equality, do ordain and promulgate this Organic Act through the Congress of the Philippines.

LOoking at the vision of the preamble of the BBL we can see that the makers of this law wanted to reiterate that they can follow standards established by international court and international agreement which is very ironic, you still remember the massacre of media men and women the one that involved certain political clan in Mindanao, that will certainly gain alot of things if this law will be passed, international laws protecting the media men and women is already printed in our own constitution, yet people in Mindanao area specially those that are part of the political circle cannot and will not follow it, also the principle of human rights and all those rights that protects a human being is very much violated in those area (not all women are free). No matter what they say that they will follow the Central Government, if anything happens that is way much different from OUR own they can still find a loop hole from their preamble ” Affirming the distinct political identity and birthright of the Bangsamoro people to their ancestral homeland and their right to self-determination – beginning with their struggle for freedom of their forefathers i generations past and extending to the present – to chart their political future through a democratic process that will secure the identity and posterity, and allow for genuine and meaningful self-governance” they can still say that what they want is part of thier self-determination which is much different from OuRs!

Assymetrical relationship from the Central Government(which is ours if this law be passed) provides a deeped meaning of what they really wanted. Their government is way much different from ours, reason that thier promise to be still part of the Philippine Government is way way way impossible.

In the ARMM thier preamble is clear as cristal that they wanted to be still part of the Philippine Goverment though they are already autonomous (means they can do what they want with out the decison of the Philippine Government as longs as it is in consonance (sumasangayon) with the Aphilippine Constitution. It is visible in this line form their preamble “The people of the Autonomous Region in Muslim Mindanao, imploring the aid of Almighty God, in order to develop a just and humane society and establish a Regional Autonomous Government that is truly reflective of their ideals and aspirations within the framework of the Constitution and national sovereignty, as well as the territorial integrity of the Philippines, and to secure to themselves and their posterity the blessings of autonomy, democracy, peace, justice and equality”.  The ARMM is already a perfect institution, yet the people who run the ARMM administration is not, take note that the same group of people will lead a new government or ARMM under different name but in the same manner. Remember that A Carabao will always be a carabao but the waythe carabao behaves depends on who is riding or manuevering it. Their aims will never ever be realized for it is already reflected on how these people run the ARMM.

This hot issue about BBL is only a diversion of the reality that Sabah Malaysia which is part of the Philippines before  Marcos became the president and the one that Marcos fought for until he died which the datus of Sulu fought  until they died just years ago, will become just part of history for the President cannot solve the issue and get Sabah back to us. That the issue on Spratly Islands can never be resolve by the President ( chinese by blood line) and the issue of hacienda luisita ( the masscre and others) will be covered this hot BBL issue. By the way Malaysia (a Moro State) is one of the supporter of BBL ( do the logic).
